Because obedience is grounded in conscience and in God’s wrath, God’s justice, Paul does not speak to us of a servile obedience or submission, but a regenerative obedience. We are to obey within the limits of God’s law, and to work for reconstruction. As Peter says in the first chapter, the thirteenth verse of his first epistle: “Submit yourselves to every ordinance of man, for the Lord’s sake.” Not for the state’s sake.
