Cities of Refuge

To enter a city of refuge meant to ask for judgment and for grace. So that when we go to Christ as our city of refuge we are saying I am in need of judgment, I am guilty, I am here to be tried and to be found guilty but also to be freed because my kinsman redeemer pays all the accrued charges.  Thus Christ and His cross are our city of refuge.
